Environmental checks and monitoring 2021
The Italian National System for the Protection of the Environment (SNPA) recently published its Report “SNPA AIA-RIR environmental checks, monitoring and inspections for 2021 data”, presenting the environmental checks carried out by the system under the SNPA network (ISPRA/ARPA/APPA) on industrial installations pursuant to the Industrial Emissions Directive (IED 2010/75) in accordance with Integrated Environmental Authorisation and the Seveso Directive 2012/18/EU for establishments with a major accident hazard.
Inspections in 2021
2021 was an unusual year, given that the COVID 19 pandemic was still around, which saw the ISPRA and ARPA/APPA take steps to carry out checks safely for operators and inspectors, through video conference meetings for the document verification phase, authorisation obligations, self-checks by the Manager provided for by the Monitoring and Control Plan as well as targeted inspections at plants as soon as possible, therefore avoiding any gatherings, with the use of suitable personal protective equipment, carrying out sampling and analysis by regional agencies.
In 2021, just over 1800 inspections were carried out on about 6400 AIA installations (both national and regional), with a check rate of about 28%. There were 66 Seveso inspections in 2021 on 469 lower-tier establishments and about 147 on 505 upper-tier establishments, with a check rate of 14% and 29% respectively.
In total, checks were guaranteed for about 58% of national installations in one year. The 2010/55 Industrial Emissions Directive (IED) requires at least one inspection every 3 years, so the inspection schedule is in line with the requirements of the IED.
Checks were guaranteed for about 28% of installations under independent provincial and regional control in one year.
Non-conformities
Out of a total of 80 routine and non-routine inspections for State-run installations, 19 non-conformities (administrative and criminal) were found in total, accounting for about 24%. Out of a total of 2209 routine and non-routine inspections for installations under independent provincial and regional control, 949 non-conformities (administrative and criminal) were found in total, accounting for about 43%.
The highest number of administrative non-conformities was found in category 6 “Other activities”, with 206 non-conformities out of a total of 565, therefore accounting for about 36% of the total; while in terms of criminal non-conformities, the highest number was found in category 5 “Waste management” which, with 158 non-conformities out of 384 in total, represents about 41% of the total.
In conclusion
As specified in the conclusion of the document, “The AIA and RIR checks, monitoring and inspections Report represents a detailed account of the checks carried out by the SNPA and a comparison among the different regional organisations, with the goal of further standardising the methods of checking installations subject to Integrated Environmental Authorisation as well as establishments with a major accident hazard and, above all, to report on these activities. It is also a tool for sharing environmental information with the community regarding any steps to protect the environment and people’s health taken by supervisory authorities. In the near future, interoperable databases and IT systems can hopefully be implemented that are sufficient for the goals”.
